Dr. Richard Fleitas is a Cuban-American licensed clinical and forensic psychologist, licensed in the District of Columbia and Virginia, with over two decades of experience in psychological assessment, forensic consultation, behavioral science program leadership, and AI-driven behavioral health strategy.

His career spans neuropsychological private practice, federal contracting, military psychiatric hospitals, U.S. embassies, and educational institutions domestically and internationally. This breadth provides a rare combination of clinical depth and operational range that few practitioners bring to consulting engagements.

Dr. Fleitas founded Psychological Assessment Solutions (PAS) in 2006 and Pivotal Psych Consultants in 2020, building both organizations around the belief that rigorous psychological expertise, applied strategically, produces better outcomes for individuals, institutions, and missions.

His forensic practice includes hundreds of independent psychological evaluations, compensation and pension (C&P) assessments, disability determinations, and fitness-for-duty consultations. He has served as an expert witness in legal proceedings and provides independent forensic opinions to attorneys, veteran service organizations, and advocacy groups seeking credentialed expertise outside the VA contractor system.

Through Pivotal Psych, Dr. Fleitas provides behavioral science program leadership and staffing to government and defense organizations operating in high-consequence personnel and security environments. Dr. Fleitas achieves this by drawing on an established network of forensic and national security-adjacent psychologists available for government and defense program support.

He co-founded International Diagnostic Solutions, delivering mental health consultation and services to U.S. Department of State foreign service families across international postings including Jordan, Qatar, and Nepal, experience that directly informs his work supporting government and defense workforce populations today.

Dr. Fleitas holds a Certificate in AI in Health Care from Harvard Medical School, a Doctorate in Clinical Psychology from the American School of Professional Psychology, a Master's Degree in Counseling Psychology from Boston College, and a Bachelor's Degree in Organizational Communication from Fairfield University.
